The two departments issued the "One Belt, One Road" plan to build three blue economic channels for maritime cooperation.
The National Development and Reform Commission (NDRC) revealed on the 16th that the NDRC and the Oceanic Administration recently issued the "Assumption on Maritime Cooperation in the Belt and Road Construction", and planned to cooperate with countries along the route to build three blue economic channels. We will further promote strategic docking and joint actions with countries along the route, promote the establishment of an all-round, multi-level and wide-ranging blue partnership, protect and sustainably utilize the oceans and marine resources, and achieve common development.
According to the "Assumption of Maritime Cooperation in Belt and Road Construction", the maritime cooperation in Belt and Road Construction will be supported by the China coastal economic belt, and jointly build the China-Indian Ocean-Africa-Mediterranean blue economic channel, enter the Pacific Ocean southward through the South China Sea, jointly build the China-Oceania-South Pacific blue economic channel, and jointly build the blue economic channel connecting Europe through the Arctic Ocean.
According to reports, in the future, countries will further open their markets, improve the investment environment, eliminate trade barriers and promote trade and investment facilitation. Follow the market rules and international rules, and give full play to the main role of enterprises. Support the establishment of multi-stakeholder partnerships and promote the extensive participation of governments, international organizations, civil society, business and industry in maritime cooperation.
At the same time, we should respect the development wishes of countries along the route, enhance political mutual trust, give consideration to the interests of all parties, seek common cooperation, jointly build and share achievements, promote poverty eradication in developing countries, and promote the formation of a community of interests for maritime cooperation. In cooperation, countries will jointly formulate a number of action plans and implement a number of exemplary and driving cooperation projects, including protecting the health and biodiversity of marine ecosystems, promoting regional marine environmental protection, and strengthening cooperation in dealing with climate change in the marine field.
The National Development and Reform Commission said that with the further development of economic globalization and regional economic integration, the cooperation in market, technology and information with the ocean as the carrier and link has become increasingly close, and the development of blue economy has gradually become an international consensus, and an era of paying more attention to and relying on maritime cooperation and development has arrived. Strengthening maritime cooperation is an inevitable choice to promote closer economic ties, deeper mutually beneficial cooperation and broader development space for all countries in the world.
Economic cooperation is an important part of maritime cooperation. The "Vision for Maritime Cooperation in Belt and Road Construction" clarifies that in the future, industrial docking and capacity cooperation will be promoted, and activities such as marine public welfare services, academic seminars, cultural exchanges and scientific and technological cooperation will be encouraged with non-governmental organizations along the route. China has established the China-ASEAN Maritime Cooperation Fund and the China-Indonesia Maritime Cooperation Fund, and the Asian Infrastructure Investment Bank and Silk Road Fund provide financial support for major maritime cooperation projects.
