Enhance the efficiency of digital government (people’s point of view)
The flowing data and smooth experience make people run less errands and more data, which is bringing people a real sense of gain.
Government service is changing from government supply-oriented to mass demand-oriented, and the trend from "offline running" to "online running" and from "separate running" to "collaborative running" is more obvious.
Sitting in front of the video monitoring system, the staff can check the situation of each waterlogging point in the jurisdiction in real time with a click of the mouse, and do a good job in emergency dispatch in time; In the Yangtze River Delta region, residents of Shanghai, Jiangsu, Zhejiang and Anhui can purchase houses in different places to withdraw the provident fund, directly settle the outpatient expenses in different places, and transfer the graduation accounts of college students. Through the "One Netcom" system in the community, the staff received the clues of illegally storing gas tanks uploaded by the masses, and eliminated a number of "black gas" dens in one fell swoop, eliminating the potential safety hazard … … Various digital government application scenarios reflect such a trend: accurate grassroots governance and intelligent services for convenience and convenience.
In recent years, with the integration of new digital technologies such as big data, cloud computing and artificial intelligence into the construction of digital government, "handheld office" and "fingertip office" have become the standard of government services. The cloud platform recreates government process, and innovative practices such as "running at most once" and "not meeting for approval" are constantly emerging; Cross-regional collaborative management of data, "one network management", "remote management" and "inter-provincial management" are coming into reality. According to the 2020 United Nations E-government Survey Report, the international ranking of China’s e-government development index rose from 65th in 2018 to 45th in 2020. The flowing data and smooth experience make people run less errands and more data, which is bringing people a real sense of gain.
In the congratulatory letter to the Wuzhen Summit in world internet conference in 2021, the Chairman of the Supreme Leader emphasized the need to "enhance the efficiency of digital government". The "14th Five-Year Plan" and the long-term goal outline for 2035 put forward that it is necessary to "improve the level of digital government construction", widely apply digital technology to government management services, promote government governance process reengineering and model optimization, and continuously improve the scientific decision-making and service efficiency. If the problem of "one network" of government services was mainly solved in the past, then the greater breakthrough in the future will be "all-in-one office". The former is the basic condition and physical change, while the latter is the chemical reaction to realize process reengineering, efficiency improvement and governance optimization. Only when the masses can solve the urgent and anxious problems at their fingertips, and the market participants can realize "one-stop approval" through the network, can the enhancement of digital government efficiency be transformed into the people’s livelihood temperature, the stimulation of economic vitality and the improvement of governance capacity.
Guided by the construction of digital government, profound changes are taking place in the field of public services. On the one hand, government services are changing from government supply-oriented to mass demand-oriented, and the trend from "offline running" to "online running" and from "separate running" to "collaborative running" is more obvious. For example, the "application code" introduced in Shanghai is a "health code" when people go in and out of public places; When taking the subway, it is the "subway code"; When you go to the hospital, you can use it as a medical insurance card … … The "One Network Office" linked by departments continues to go deep, and new application scenarios are still being developed on demand. On the other hand, the way of government governance has been greatly expanded and innovated, and digital applications have been more efficient in promoting people’s livelihood services, enterprise development, disaster prediction, emergency management and other fields. For example, to optimize the business environment, the proportion of online acceptance and "running at most once" of provincial administrative licensing items reached 82.13%, and the average commitment time limit of more than half of the administrative licensing items in the country was reduced by more than 40%. Practice has proved that the use of digital technology to speed up the transformation of government functions and promote government governance transition can better meet the public’s increasing demand for government services.
To enhance the efficiency of digital government, we need to seize the "bull nose" of data sharing. Looking at the reality, the allocation of medical and health resources in COVID-19’s epidemic prevention and control, the efficient and accurate docking of "a thousand lines above" and "a needle below" in grassroots governance, and the "one network to run" in the Yangtze River Delta covering 41 cities and realizing more than 100 events in the same city are all inseparable from the integration and sharing of data; Facing the future, the continuous expansion of convenience services in the same city, the further compression of application and approval progress, and the perception, prediction and prevention of emergency risks also need to break through information barriers and eliminate departmental barriers. Only by opening up the "data base" through reform and innovation, and strengthening collaborative sharing through system improvement, can government orders be reached with one click, implemented consistently, serviced with one network, and supervised with one screen.
To enhance the efficiency of digital government, it is necessary for party member cadres to constantly improve their digital literacy and digital governance. The rapid popularization of the Internet and the explosive growth of data have had a great impact on economic development, social governance and people’s lives. General Secretary of the Supreme Leader stressed: "Being good at obtaining data, analyzing data and using data is the basic skill for leading cadres to do a good job." This requires party member cadres to broaden their horizons in "learning", work hard on "thinking", see practical results in "using", enhance their ability to use digital technology to promote various tasks, and constantly promote scientific government decision-making, accurate social governance and efficient public services. At the same time, we should make more use of what "numbers" can do, and also pay more attention to what "numbers" can’t do. There are still groups in society that can’t keep up with the pace of the digital age. party member cadres need to face up to the "digital divide" and let the construction of digital government benefit more people. Only in this way can we transform the effectiveness of digital government construction into governance efficiency and continuously promote high-quality economic and social development.
In human history, from agricultural society to industrial society, from slash-and-burn to acousto-optic electrification, every scientific and technological revolution will bring about changes in institutional system and governance methods. Comply with the wave of digital civilization, continuously enhance the efficiency of digital government, and continuously promote the modernization of national governance system and governance capacity, and the people’s sense of gain, happiness and security will be more substantial, more secure and more sustainable.
